Collin M. Carr

Biography

Collin M. Carr is Assistant General Counsel in the Office of University Counsel, where he brings a focused litigation practice to the complex legal challenges facing institutions of higher education. He specializes in disputes arising under Title VI, Title IX, and state and federal labor and employment laws. He actively manages and monitors litigation, advises on risk mitigation, and works proactively with University units to prevent disputes before they arise.

Collin also advises departments on compliance with internal policies and procedures and represents the University in Article 78 proceedings when that compliance is legally challenged. 

Before joining the Office of University Counsel, Collin honed his litigation skills at Bond, Schoeneck & King, PLLC, where he was first introduced to the nuances of higher education law. His experience there provided a foundation that continues to inform his practice today.

Collin earned his J.D., summa cum laude, from Syracuse University College of Law, where he served as a Form and Accuracy Editor on the Syracuse Law Review. He holds a B.A., summa cum laude, from the State University of New York at Oswego.

Collin is licensed to practice law in New York State and is admitted to the Northern, Southern, and Eastern Districts of New York, as well as the Second Circuit Court of Appeals.
